iOS is not OS X. Google Chrome should not be reporting an iOS version requirement for an OS X application package.

OS X 10.8 very old. If your Mac supports the upgrade (and your applications), then make one or preferably two external backups of all of your data, then download and install OS X 10.11 El Capitan from the Mac App Store, and then load the most current version of Google Chrome and related pieces.

Depending on how much memory is in your Mac — and which model of Mac you have — I'd also consider a memory upgrade. Based on more than a few postings around the Apple forums, Google Chrome commonly uses a lot of memory.
